Our members have voted to accept the negotiated offer from the City of Edmonton for years 2021-2024 with 77.8% of members voting and 83.5% voting in favour.
An explanation of items in the Memorandum of Agreement was provided and questions were answered prior to members voting.
The Union and the City met last night to continue bargaining, which has now resulted in a Memorandum of Agreement (MOA) that we will be presenting to our members for ratification.
Our collective voice has been heard loud and clear: the proposal vote has resulted in a decisive NO to the City of Edmonton's best and final offer with 87.6% of voters choosing not to accept their offer.

Given the current climate at the City and what we perceive as an ongoing disregard for the WRA, we will no longer remain a signatory to this document.
Remember, a strike mandate does not mean a strike is imminent; it demonstrates to the employer that members are united and serious in our fight for a fair deal and gives the Union the ability to authorize a strike within 72 hours if all else fails or if a lockout is declared.
City of Edmonton members of CSU 52 have voted in favour of a strike mandate. 83% of eligible voters cast their ballot over the weekend with 91% of members voting in support of a strike mandate.
On January 25, 2024, CSU 52 sent to the Alberta Labour Relations Board a strike vote application affecting the City of Edmonton.
On Thursday, January 18, 2024, the CSU 52 City of Edmonton Bargaining Committee met to plan the next steps in regards to ongoing contract negotiations.
On January 15, 2024, the Union was informed that the City of Edmonton (CoE) has asked the Mediator to “write out”. This means that mediation ends and the two-week cooling down period starts.
Before the Christmas break, the CSU 52 Bargaining Committee sent an update to the membership responding to the City of Edmonton’s mass email to employees informing them of their "Best and Final offer". As a reminder, the CSU 52 Bargaining Committee rejected this offer and requested to continue mediation.
This morning, Michelle Plouffe released the details of the City's "Best and Final offer" offer (presented on December 13, 2023 to the Union). Justin Krikler released the same information to Edmonton Police Service (EPS) employees this afternoon. The Union rejected this offer.
The City and CSU 52 met for a third day of mediation on December 13th. We have not reached a deal, but the parties have agreed at this time to continue in mediation.
The Union attended mediation with the City on December 5 and 6.
Our committee remains hopeful that we will be able to reach an agreement with the City through mediation – a negotiated settlement has always been and remains our goal.
Both Ms. Plouffe and Mr. Krikler offered some facts in their October 24, 2023 emails to CSU 52 employees that your Bargaining Team would like to address.
Our committee met with the employer on Tuesday, October 17, 2023 to discuss monetary proposals. As expected, we were unable to get through all our monetary items and did not reach an agreement on the general wage increase.

We are entering the end game of this round of negotiations – monetary discussions.
In order to add context to specific proposals, the City has had presentations regarding the Job Architecture System and Diversity and Inclusion. As previously reported, some of the more difficult proposals continue without resolve.
To date, we have signed off on a number of items that could be classified as housekeeping or language that is cleaner/easier to understand. We have broached a few more difficult proposals without resolve.

The parties agreed to some housekeeping language items. As well, some other topics of greater importance were discussed.
The CSU 52 City bargaining team has completed four days of bargaining with the City of Edmonton. A major difference with this round of bargaining is that the parties didn’t sign-off on a confidentiality agreement or ground rules.
The Negotiations Committee has finalized our proposals for the upcoming round of bargaining. The proposals were generated through meetings with the membership, focus groups, feedback from members and Labour Relations Officers and our grievance experiences.

On June 11, 2021, acting on language contained in Article 6.01.15 of the Collective Agreement (Changes to Bi-weekly hours of Work or Compressed Hours of Work Program) the City of Edmonton (COE) announced that they were doing a branch-by-branch review to determine which CSU 52 positions with 33.75 hours weekly could be moved to 40 hours weekly.
CSU 52 has entered into discussions with the City of Edmonton to try and mitigate the impact of moving to the 40 hour work week, and to discuss how the City is interpreting and applying the Collective Agreement.
